UPI payments up to Rs 2,000 stay free: what the latest update means
A government notification protects low-value UPI payments from charges. Here is the distinction between consumer payments and the merchant-fee debate.

UPI charges are back in focus after a government notification protecting payments of up to Rs 2,000. Akashvani News reported on September 15 that banks and system providers cannot impose direct or indirect charges on people making or receiving UPI payments within that amount.
The report also says person-to-person UPI transfers remain free and recalls the government's clarification that consumers would not be charged. For someone sending money to family or paying at a neighbourhood shop, that distinction matters more than a headline suggesting a general new UPI fee.
A merchant-fee debate is a separate question
Financial Express's September 15 report places the notification alongside the government's earlier indication that a nominal merchant discount rate could be permitted for a limited class of higher-value merchant payments. MDR refers to the merchant side of payment acceptance; discussion of such a framework should not be turned into a claim that every customer must now pay extra.
Read any later announcement for the transaction type, effective date and who would pay. The amount alone does not explain whether a payment is a transfer to another person or a purchase from a merchant. Keep those categories separate when comparing news reports or reading a notice in a payment app.
Keep routine payment checks in place
NPCI's UPI guidance says a UPI PIN must remain private and bank customer support will not ask for it. Its fraud-awareness guidance also warns that scanning a QR code and entering a PIN sends money; it is not a step needed to receive a promised reward.
For an unexpected debit or disputed charge, save the transaction reference and raise the query through your bank or app's official support. Read the explanation against your own transaction record instead of approving a fresh payment request from someone claiming to resolve it.
